Where a number of projects are planned in a region, a government or Development Finance Institution (DFI) may decide to undertake an SEA to better understand the combined impacts. An SEA addresses cumulative impacts, something which is often not adequately addressed in Environmental and Social Impact Assessments (ESIAs) for individual projects.
